Where to get it

The Mini-Edit tools are provided free of charge to all who wish to use them. Of course there is the normal disclaimer of liability, which you should read here.
The most current copy of the Mini-Edit can always be obtained here.
If you would prefer the most stable major release, that can always be obtained here.
If this is the first time you have installed the tool on a machine, use the installer script to be sure you get all the parts you need. If you are simply upgrading (improved copies of the tool are released frequently)., then simply download the zip file and copy it over your current installation. If you want a specific older release for some reason, go here. Installation is covered in greater detail here.
The tool operates on access style data files which are in turn provided, and owned, by the standards developing organizations (SDOs), IEEE, ITE, ASTM, NEMA, ASHHTO, SAE etc. You can obtain the databases for their standards from them directly.
An additional tool, called 1st Word, is provided only to the standard developing organizations and is used to render out the complex printed standard that they develop, following the style needs of each. The users guide for 1st Word is provided as part of the the same over all CHM file here. If you feel you need this tool but do not have it, contact the Mini-Edit support team by email, and please state which standard and SDO you are working with. The user community forum for Mini-Edit can be found as a part of the the ITS standards forum. Or at <http://www.ITSstds.net/bb/viewforum.php?f=15> Membership in the forum community is free and many technical solutions to using the ITS standards can be found there as well as many of the training guides outlining different standards producing using the records of Mini-Edit.
