The Not installed here Dialog is displayed when another (independent) program is found to be missing on the users machine. Typically, as in this case, the tool gives a description of what would normally occur and suggests what or how the user may need to interact with the new tool. The most common occurrence of this is a data user trying to render out a completed standard in its normal style using the 1st Word tool (which is only provided to the data stewards of the SDOs and not the general community).
